Amber's standard 5' terminal DNA residues do not have a phosphate group.
If *all* your 5' DNA's have a dangling phosphate, then try loading
terminal_monophosphate.lib after sourcing leaprc.DNA.OL15. (Take a look
at the terminal_monophosphate.lib library to see what it is doing.)

An alternative is to use the method described in Section 3.2.3 of the
Amber20 Reference Manual.
