Can you run any GPU programs? This message doesn't appear to have anything
to do with Amber. It is saying that you probably need to update your driver.
Do a Google search on "cudaGetDeviceCount failed CUDA driver version is
insufficient for CUDA runtime version"
and see if the advice offered there helps.
