Someone please correct me if I am wrong, but my understanding is that AmberTools is independent of Amber. It will work just fine without Amber, and does not depend on the version of Amber installed.
On the other hand, the Amber instalation relies on the existence of AmberTools. To use the latest version of Amber, you will need to install the latest AmberTools first.
