This is a very odd error. What version of AmberTools are you using? Which
directory are you in when you typed the above command? Can you say more about
exactly how you installed the system?
If you need to start fresh, download AmberTools13 from the Amber web site.
Untar this -- it will go into a directory "amber12". Then un-tar the amber12
tarball into the same directory. cd to that directory, and follow the
instructions in the User's Manual.

The above error has nothing to do with whether or not your compiler is
installed. Somehow, the configure script is not correctly processing its
arguments -- it looks like the script itself may have become corrupted, which
is why I suggested starting fresh.
