Most likely solved a long time ago, but since I was running into the same problem recently...
Here somebody has insisted on the -Wl,-rpath
see ....amber24_src/build/src/pmemd/src/CMakeFiles/pmemd.cuda_SPFP.dir/link.txt
so the easiest fix is to also
export LIBRARY_PATH=$LIBRARY_PATH:/some/places/plumed2-2.10.0/instlld/lib
then
make install
HIH
