OK: I'm surprised that the package manager is doing that, since cuda9.1
is not compatible with gcc7. I've personally always used the nvidia
installers to add new versions of cuda to my machine.

You might raise this issue on Ubuntu forums. There are some possible
solutions here:

But also note that cuda-9.2 should be compatible with gcc7, so that
might be a better option.
