The correct configure command to use is:

./configure -cygwin gnu

The gnu needs to come last.

I'll look into why the updates are failing on Windows when I get a chance
(few developers use Windows anymore, so it's not necessarily widely tested).

I think a VM on top of windows is probably a good idea (or you can set up
dual booting or do a Windows VM inside Linux -- the best option depends on
what you wind up using your computer for).
