I'd recommend the Amber ubuntu page: http://ambermd.org/ubuntu.html. You
will need to install several additional packages, including gfortran.

We don't test or support g95 any more, since gfortran now works fine, and is
already available on most distros.

That file should be there (it is in the Amber10 tarball). Check it's
permissions, and consider un-tarring the distribution tar-file again.
