Our general policy has been that individual bugfixes are intended to be
patched in the indicated directory (unless directed otherwise). The
"bugfix.all" script is intended to be run from $AMBERHOME.
Of course, this may be a bad policy, since it is not overwhelmingly(!)
obvious....

Thanks for pointing out that this was in error in bugfix.all....I updated that
now.
