On Mandrake, it is the same :
[root.localhost root]# urpmf xmkmf
libxfree86-devel:/usr/X11R6/bin/xmkmf
libxfree86-devel:/usr/X11R6/man/man1/xmkmf.1x.bz2

But urpmi is your friend, just type in a console (and as root) :
urpmi libxfree86-devel

This will solve the xmkmf problem (you may need to install also byacc
IIRC).
