Your guess is correct: we don't have a conda build for ambertools23 on
arm. You can see this at
https://anaconda.org/conda-forge/ambertools.
AmberTools22 is there for arm, but not AmberTools23.
I'll raise an issue at github.com/conda-forge/ambertools-feedstock, to see
if someone can push this through.
