[AMBER] Bug in PBSA with torch (patch included)

Hi all,
        there is a small bug that prevents building AmberTools23 with LibTorch. If trying to, compilation stops with various errors. This is due to the wrong positioning of an end if within a preprocessor
block. Patch that solves the problem is attached.
