According to the Amber GPU Hardware page
(https://ambermd.org/GPUHardware.php), the RTX 3070 card requires at least
version 11 of the Cuda toolkit. I'm also suspecting (others can chime in
here) that you will need to upgrade Amber itself as well, to version 20.
Support for CUDA 11 wasn't added until August of 2020.
