I hope you can be patient for a week or so: we are about to release
AmberTools19. I've updated XCode to version 10.2.1, and a clang build
still works fine. I'm not sure that we will be able to find all the
mac-related tweaks that have been made to back-port to AmberTools18, but
am cautiously optimistic that we won't be abandoning OSX either.

Do you have a /usr/include/locale.h file? It shouldn't be needed, as
far as I can tell, but would be of interest to know this.

Above files have been updated for the new release.
