As far as I can tell, the nvidia system requirements are given here:

https://docs.nvidia.com/cuda/cuda-installation-guide-mac-os-x/index.html#system-requirements

As you can see, you need XCode 9.2. If you Google on "xcode 9.2
download" you will see a variety of options, depending on whether or not
you have Apple developer id (which is *not* needed.)
