Yes - provisionally Amber 16 is scheduled for release sometime in Q2 2016. Certainly it will not be before then! The current latest version is AmberTools 15 + Amber 14.
The enhancements are not yet determined - but you can expect improvements in GPU support, Xeon and Xeon Phi support, better performance and a broader set of features on GPUs.
