Did you try searching for the answer on Google? A quick Google search of
"dielectric constant of mixed solvent" yields a promising first hit.

It's an article in Fluid Phase Equilibria titled "Computation of Dielectric
Constants of Solvent Mixtures and Electrolyte Solutions".
