The real error is earlier in the log file:

ncsu-umbrella.F90(9): error #7013: This module file was not generated by any
+release of this compiler. [NETCDF]

It looks like(?) you may have previously used a different compiler. Or that
the compiler that mpif90 uses is not the same compiler as config.h is
referring to. Look at the output for "mpif90 -show" and make sure that it is
what you want it to be. You might also try typing "make clean" before
re-compiling (although I rather doubt that will help here.)
