rism3d.snglpnt is always built as part of AmberTools 1.5 and is installed in $AMBERHOME/bin. ($AMBERHOME/AmberTools/bin is a symlink to $AMBERHOME/bin.) If it does not appear in this directory then something went wrong with your installation. Also, $AMBERHOME/bin is not added to your PATH during installation. You will either need to provide the full path when calling it or add $AMBERHOME/bin to your path in order to run rism3d.snglpnt.
If rism3d.snglpnt is not built, you can check the output from running 'make' for error messages. We would need to at least see the configure command you used and any error messages you received to provide any advice.
