As others have mentioned, you will need to basic Unix/Linux skills to install
on Windows. But setting you AMBERHOME environemnt variable is discussed
in point (1) of "Installation of Amber 8" (p. 6 of the Users' Manual).
Don't skip any of the steps just because you are on Windows! [It is likely
that the configure script guessed correctly, but you will still need this
variable defined to run Amber once you get it compiled.]

When you download Cygwin, by default you only get very basic things. You
will need to download the development tools (including "make"), and the X11
development tool (if you want to compile xleap).
This can be a bit of a pain if you have never compiled a Unix/Linux program
before: you will need to learn how to set environment variables, what to
do with "command not found" messages, and so on. Treat this as a learning
experience, since many other scientfic codes assume a similar knowledge.
