You need to figure out why this file is not there. It looks like some
error occurred in the installation of LEaP, so you will need to examine
that log file, or try again to install LEaP and look carefully for error
messages.

See the installation section of the manual to read about installing mopac.
This does not come with Amber7, you need to get it separately.
