XFree86-devel package is part of RedHat8 distribution and therefore
should be on the CDs you installed RedHat from. Usually one installs RPM
packages simply as:
rpm -Uvh XFree86-devel-X.X.X-XX (X's stand for a specific version on
your CD)
If you are not familiar with setting up/installing procedures on RedHat
linux, you may need to ask your system administrator to help you with
that...

Or you mean if it was installed from other than rpm package? Then it
should just say:
file /usr/X11R6/include/X11/IntrinsicP.h is not owned by any package
But the circumstances for not installing XFree86-devel from a RH8
provided rpm package would have to be rather special (in other words,
why would one want to do that?).
