I found the following message in the cmake.log file that I missed before:
CMake Warning:
Manually-specified variables were not used by the project:
FORCE_INTERNAL_LIBRARIES
Note that the variable is -DFORCE_INTERNAL_LIBS, not
-DFORCE_INTERNAL_LIBRARIES. This was my mistake in the previous email.
