You should untar both the AmberTools19 and the Amber18 tar files:
everything will go into an "amber18" folder. Then cd to that folder,
type './configure --help' to see optoins, and generally follow the
instructions in the manual, or here: ambermd.org/Installation.php.
This will install both AmberTools19 and Amber18.
