Recheck what happened with your AmberTools configure and make install
procedure. The makeCHIR_RST file should indeed by in $AMBERHOME/bin.
(Be sure you are looking in $AMBERHOME/bin, not $AMBERHOME/exe: the
latter folder is no longer present.)
