​Have you changed the source code in some way? In particular, any of the
files listed in the header of the update:
http://ambermd.org/bugfixes/14.0/update.13.

What does the following command print, when you run it in AMBERHOME:

patch -p0 -N --dry-run < .patches/Amber14_Unapplied_Patches/update.13

? I've never seen this happen, which means that *either* you've changed
the source code in the same place that update.13 makes changes or you are
not using the official release tarball of Amber.
