I think you may be using the wrong sort of single quote around DUMPFREQ
above. You want "'", which on a US keyboard is on the same key as the double
quote. You are using "’", which is a UTF-unicode character, probably(?)
coming from a text editor trying to put "smart quotes" into the file.
[It is possible that your real file is OK, and it is your email program that
is doing the bad substitution. But it is worth checking. Try to use only
very simple text editors when preparing Amber input files.]
