I tried the wget approach and had the same result.
Looks like patching it on the Linux box has gotten me on my way.

Hi,
Have any new line feeds gotten into the patch during the process of
getting it onto the Sun box?
I find it useful to use the wget util to download the patch direct to
the directory that I'm going to use it in. Sometimes email clients/web
browsers can mess with formattings in patch files that can cause errors
when trying to apply them.
If the Sun box has the wget util, you might want to try something like
this:
cd $AMBERHOME
mv bugfix.all bugfix.all.old
wget
http://amber.scripps.edu/bugfixes/9.0/bugfix.all
patch -p0 -N -r patch_rejects < bugfix.all
