If you enter "WcCreate" into the google search box at the Amber web site
(searching the archives) you will find that this exact error was reported a
while ago:

Please see if this will solve your problem.
Amber developers: I am still hoping(!) that someone will step up to the plate
and improve the "configure" script to sniff out missing X11 libraries before
confusing messages like the above are created.
