You need to examine what happened when you installed leap, or re-install
the programs. My best guess is that something went wrong during the
installation. (If you look at the install targe in
$AMBERHOME/src/leap/src/leap, you will see that the final thing it does
is create the $AMBERHOME/dat/XaLeap_wcl file. So it looks like your
installation script never really finished.)
