You manually have to change the time in restrt file. t=0 would not work in
case of restart.

else do I need to specify to get the production run to start at 0? Here is
the production input file:

 &cntrl
    imin=0, nstlim=5000000, t=0, ntx=7, irest=1,
    ntcm=1, nscm=5000,
    ntc=2, ntf=2, dt=0.001,

    ntpr=100, ntwx=1000, ntwv=1000,
    ntt=0, temp0=300,
    ntb=1, ntp=0,
 &end
